Fiber To The Home – Phase #1 – Ritzville/Lind Project

Sealed bids will be received by Adams County at the office of the Board of County Commissioners located in the courthouse at 210 W. Broadway, Ritzville, Washington 99169, until 1:30 p.m., Tuesday, August 27, 2024, and will be opened and publicly read on August 27, 2024, at 1:30 p.m., or as soon thereafter as possible, for the following construction improvements:

Installation of a Fiber Optic line to the home within the City of Ritzville, Town of Lind and a middle mile trunk line, by installation of ariel fiber line, underground fiber line, co-location cabinets and buildings by overhead work, underground plowing and open trenching and other work, all in accordance with the Contract Plans, these Contract Provisions and the Standard Specifications. The work on this project includes, but is not limited to the following:

• Furnishing all labor, equipment and materials (unless otherwise noted) necessary for the construction of the project.

• Completing and complying with all permitting as required

• Production of as-builts

Informational copies of maps, plans and specifications are on file for inspection in the office of the Adams County Department of Public Works at 210 West Alder, Ritzville, Washington, and the chapter office of the Associated General Contractors of America in Spokane, Washington. All questions should be directed to Todd O’Brien or Troy Reynolds at (509) 659-3276.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check or surety bond in amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such a contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the County of Adams. All checks and bonds shall be made payable to the Adams County Treasurer.

The Board of Adams County Commissioners reserves the right to reject any or all bids, to waive informalities or irregularities in the bids or in the bidding, if the best interest of Adams County will be served, or to accept the bid, which in their opinion best serves the interest of Adams County. Bidders must meet the criteria in RCW 39.04.350.

All contractors must be licensed in the State of Washington to conduct business.

• This is project has a requirement that state prevailing wages must be paid

• All work performed on this project will be subject to Washington State prevailing wages rates
