NOTICE OF APPLICATION & SEPA THRESHOLD

DETERMINATION

Pursuant to RCW 43.21C.080, notice is hereby given that Adams County did on July 15, 2024, made a Determination of Non-significance (DNS), for the following application.

Project: Schoonover Hutterian Zoning Map and Language Amendment Request

Description of Proposal: Application for Zoning map amendment. The proposed amendment to the Adams County Zoning map would change approximately 11.91 acers from the Prime Agricultural (PA) Zone to the Rural Settlement Zone (RS) located from the existing Rural Settlement zone boundary eastward and to include a portion of Adams County Parcel Nos. 2034170200001 and 2034170210763.

The application is to also request a language amendment to the Adams County zoning district, use chart for the Rural Settlement to include a line item that would allow the landowner to lawfully continue a gypsum soil amendment processing operation within the Rural Settlement Zone.

Lead Agency: Adams County Planning Department

Adams County has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after the review of a completed environmental checklist and other information on file with the lead agency. This information is available to this public upon request.

Threshold Determination:

{X} This DNS is issued pursuant to WAC 197-11-340(2), Adams County will not act on this proposal for 14 days from July 24, 2024.

Timely comments on this threshold determination must be received no later than 4:00 PM, August 06, 2024, for this DNS.

A public hearing will be held with the Adams County Planning Commission on August 08, 2024, at 10:00 am located at 445 Cedar Blvd, Suite A, Othello, WA. Online attendance is available through the Adams County Building and Planning website – under the Planning Commission web page. All written comments must be received by the Building and Planning Department no later than 48 hours prior to scheduled hearing date.
