ADAMS COUNTY NOTICE

TO CONSULTANTS FOR

CULTURAL RESOURCE

SURVEY

Adams County is seeking the

service of a qualified consultant

with the ability to perform Cultural

Resource Survey for the

Bridge #411-3 Sackman Road

Bridge Replacement Project,

CRP-201. It is anticipated that

this work will begin June of 2024

and is to be completed August

of 2024. This solicitation will be

for one project.

Adams County reserves the

right to amend terms of this request

or to withdraw the request

at any time, regardless of how

much time and effort consultants

have spent on their responses.

Consultants will be considered

for the following project.

PROJECT DESCRIPTION

Bridge #411-3 Sackman Road

Bridge Replacement Project

CRP-201, will begin at (M.P

0.00) and end at (M.P 0.27)

within Sections 30 & 31 Township

18N, Range 31 E.W.M.

The proposed work/design for

Bridge #411-3 Sackman Road

Bridge Replacement Project

is to construct an approximate

38’ wide, 140’ long prestressed,

precast, single span concrete

structure in the same location

as the existing bridge. The

new structure’s elevation may

be raised to accommodate the

new girder height. The substructure

will consist of poured

in place concrete abutments on

pile foundations. The existing

structure will be demolished and

hauled off site after the project

is completed.

The project APE length is from

M.P 0.00, approximately 154

feet west of the bridge to M.P

0.27 approximately 1,167 feet

east of the bridge. The width of

the APE is 80 feet, which is 40

feet each side center of existing

gravel roadway. The construction

of the bridge and roadway

approaches will be contained

within the APE.

The roadway construction part

will follow the existing alignment

and be widened to 30 feet west

and east of the bridge. Both

ends of the approaches onto

the new structure will require

fill to match the new deck.

The roadway approaches will

be improved by widening, in

addition to crushed surfacing,

improvement of safety items by

installing guardrail, and paving

the approaches with an HMA

wearing surface.

The areas to be excavated

have already been disturbed

during the canal and roadway

construction. This will be mostly

a fill/borrow project. A borrow

source has not been established

for this project but may come

from the canal spoil stockpiles.

The construction of the new

roadway and bridge will not

require easements and or right

of way.

The bridge to be replaced on

the project is bridge #411-3.

Bridge #411-3 is located at approximately

M.P 0.04.

Records are available on request

for existing structure.

The staging area for the equipment

will be located within the

existing right of way.

Complete information regarding

consultant expectations, Project

Vicinity description and maps,

APE description and maps as

well as correspondence with

DAHP and or Tribes is available

upon request.

TASKS

1) Background research including

a search of state site files

housed at the Washington State

Department of Archaeology and

Historic Preservation (DAHP), in

Olympia, to identify previously

recorded cultural resources in or

adjacent to the APE and review

of historic General Land Office

Plat maps on file at the Bureau

of Land Management, to identify

historic structures/features

and land use in or adjacent to

the APE;

2) Informal contact regarding

tribal concerns for the project

APE with cultural resources

personnel at the Tribal office

interested in commenting on

the project. Contact shall be

made after a letter from Adams

County stating that your firm will

be contacting them on behalf of

Adams County for this project.

3) A 100% walking survey (including

shovel scrapes or tests,

as appropriate) of the proposed

project area in transects spaced

no more than 25m apart by cultural

resources professional(s)

to determine the presence/

absence of previously unrecorded

cultural resources (cultural

resources documentation will

include field notes and photography,

as well as form preparation

that is required in the DAHP

Washington State Standards for

Cultural Resources Reporting

updated January 2, 2020, that

states “An electronic copy of the

report including the cover sheet,

in PDF format, is required and

must be uploaded to Wisaard

with Historic Property form.”)

4) Preparation of any required

forms (Washington State Archaeological

Site Form or

Washington State Historic

Property Inventory Forms) to

be forwarded to the DAHP; and,

5) Preparation of a professional

report of findings designed to

satisfy Section 106 (National

Historic Preservation Act of

1966, as amended).

The finished cultural resources

documentation shall be provided

by July 30, 2024 provided the

weather allows the field survey

to be completed as described

above.

Submittal & Evaluation Criteria

Submittals should include the

following information: Firm

name, phone and fax numbers;

Name and contact information

of Project Manager.

Submittals should include and

will be evaluated and ranked

based on the following criteria;

1) Key personnel experience.

2) Firms experience with Washington

State Requirements.

3) Firm & actual employees

experience in Cultural Resource

Surveys.

4) Past performance/references.

5) Ability to meet the timeline.

6) Cost.

Qualified Consultants will be

required to submit THREE copies

of their Proposal to:
