AMENDED
NOTICE OF APPLICATION&
SEPA THRESHOLD DETERMINATION
Pursuant to RCW 43.21C.080,
notice is hereby given that Adams
County did on March 15,
2024, make a Determination of
Nonsignificance (DNS), for the
following amended application.
Description of proposal: Adams
County Building and Planning
received an amended SEPA
checklist for the Port of Othello
Bruce Water Tower Project.
The Port of Othello will be adding
an additional 200,000-gallon
elevated steel reservoir. The
reservoir will be connected
to the existing water supply
system in conjunction with the
200,000-gallon reservoir tower
already in place. Additionally
included in the project will be a
19,000 LF of 12-inch PVC water
mainline.

Amended Site Location: The
Reservoir will be located in the
southwest portion of Parcel C
as shown in Auditor file No.
248679 records of Adams County,
Washington. The portion is
legally described as follows:
Commencing on the NW corner
of SW ¼ of Section 27 and
angle point W boundary of FU
38; S88o 45’34” E,30’ to E R/W
boundary of Booker Rd; S00o
35’07” W, coinciding with E R/W
boundary of Booker Rd, 679.26’,
course being parallel with and
30’ E of W boundary of SW ¼
if Section 27 and 30’ E of W
boundary of FU68; S89o24’53”
E, 928.81’ to centerline east low
canal and E boundary of FU 68;
Sely, coincident with east low
canal and E boundary of FU68.
The transmission main is
planned to be a 12-inch diameter
pipe running east-west from
Booker Rd. to the proposed
reservoir. Subsequently, a perpendicular
10- inch diameter
pipe will run north-south, connecting
to the 12-inch pipe and
heading south to Lee Rd. At Lee
Rd. the 10-inch pipe will head
west and intersect at Booker Rd.
Additionally, A 16-inch diameter
pipe parallel to Booker Rd. will
connect form the existing water
system extents and head north
terminating at Foley Rd.
Lead Agency: Adams County
Planning Department
Adams County has determined
that this proposal will not have
a probable significant adverse
impact on the environment. An
environmental impact statement
(EIS) is not required under RCW
43.21C.030(2)(c). This decision
was made after the review of
a completed environmental
checklist and other information
on file with the lead agency. This
information is available to the
public upon request.
Threshold Determination:
Pursuant to WAC 197-11-
340(2), Adams County will not
act on this proposal for 14 days
from March 20, 2024. Timely
comments on this threshold determination
must be received no
later than 4:00 PM, April 3,2024
