ADAMS COUNTY NOTICE TO CONSULTANTS FOR
(SURVEYING SERVICES)
FOR THE ADAMS COUNTY SHERIFFS EVIDENCE BUILDING
Adams County is soliciting Request for Qualifications (RFQ) from a Consulting firm and or firms with expertise in Land Boundary and Topographical Survey. This solicitation will be for one project. The duration of the agreement will be from approximately May 1, 2024, through July 31, 2024, with the option, to extend agreement or agreements for additional phases, time, and money, if necessary.
Adams County reserves the right to amend the terms of this (RFQ) to circulate various addends, or to withdraw the Request at any time, regardless of how much time and effort consultants have spent on their responses.
Consultants will be considered for the following project.
Project Description
The work to be performed by the qualified Consulting Firm will be part of a Preliminary Engineering phase. Work will consist of: Land (Boundary) Survey, Topographical Survey, and any related subsequent
work, for the development and construction of the Adams County Sheriffs Evidence Building. The major and some subsequent features of the requested services are as follows.
• Land (Boundary) Survey
◦ Land (Boundary) Survey, Map
▪ Map to include but not limited to:
• Survey tied to state plane coordinate system
• Boundary lines
• Legal description
• Property identifiers; easements, fences, buildings, roadways, etc.
• Other items as defined in complete Project Description.
• Topographical Survey
◦ Topographical Survey Drawing.
▪ Survey drawing to include but not limited to:
• Provide contours at 1’ intervals.
• Spot elevations at requested areas
• Identification of property elements such as; structures, fire hydrants, utilities, trees, signs, etc.
• Other items as defined in complete Project Description.
• CAD drawing requirements
◦ CAD files shall be AutoCAD 2018 compliant.
• Other CAD related items as defined in complete Project Description.

Adams County reserves the right to retain the services of the successful
firm or firms for any subsequent work related to any or all phases associated with this project.
Consultant agreement
The A&E Professional Services Cost Plus Fixed Fee Consultant Agreement will be the standard agreement used with Selected Consultant. Payment for the completed work will be consistent with the said agreement.

The work to be performed related to this Request for Qualifications will be in the Southwest portion of Adams County, within the Adams County Fairgrounds facilities in Othello, WA.

Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria;
1) Qualifications/Expertise of Firm as defined in the complete Project Description.
2) Qualification of Proposed Project Manager.
3) The ability to meet schedule.
4) Approach to project.
5) Familiarity with Adams County.
6) Past Performance/References.
Submittal
Submittals should include at least the following information: Firm name, phone, and email address; Name of Principal-in-Charge and Project Manager, and number of employees in firm.
Submittals shall also include a Cost Proposal for work as defined in the detailed Project Description. Cost Proposal is to be submitted in a concealed format that is separate from the technical /qualifications.
If using sub-contractors, please include sub-contractor qualifications as well as sub-contractor information;
Name of Principal-in-Charge and Project Manager, and number of employees in each firm.
