ADAMS COUNTY NOTICE TO

CONSULTANTS FOR

CULTURAL RESOURCE

SURVEY

Adams County is seeking the

service of a qualified consultant

with the ability to perform

Cultural Resource Survey for

the Lind Hatton Road Project

#3, CRP-191, Road #33521. It

is anticipated that this work will

begin March of 2024 and is to be

completed April 30, 2024. This

solicitation will be for one project.

Adams County reserves the right

to amend terms of this request or

to withdraw the request at any

time, regardless of how much

time and effort consultants have

spent on their responses. Consultants

will be considered for

the following project.

PROJECT DESCRIPTION

The Lind Hatton Road Project

#3 CRP-191, Road #33521 will

begin at (M.P 3.71) and end at

(M.P 7.33) within Sections 1,

12, 13, 14, 23 & 24 Township

16N, Range 32 E. E.W.M. The

proposed design for project consists

of restoration of the roadway

as follows: minor vertical

realignment, shoulder widening,

modifying side slopes, culvert replacement,

installation of guardrail,

resurfacing the road with

crushed surfacing and asphalt

wearing surface. There will be a

horizontal realignment change

from MP. 4.51 to MP.4.87 and

horizontal realignment change

from MP. 7.0 to MP. 7.28

The APE for the project will be

50ft both sides form the existing

centerline from MP. 3.71 to MP.

7.34 for a total width of 100”

except for in the areas as described

above. The intersecting

side roads will be 400 ft in length

each direction and 50” each side

from centerline of existing road.

The roadway reconstruction will

consist of grinding the roadway

and using the existing material

for areas that need fill and to

increase the shoulder width 4ft

for both sides. The roadway

surface will be replaced with

crushed surfacing and asphalt

wearing surface. Guardrail will

be installed as needed in areas

that meet the requirement. A

Borrow source has not been

established for this project.

Within the project there are two

existing drainage structures that

are to be replaced. Drainage

Structure #152-2 at MP. 3.98

and Drainage Structure #151-2

at MP. 5.1

Records are available on request

for existing structures.

The staging area for the equipment

will be located within the

existing right of way.

Complete information regarding

consultant expectations, Project

Vicinity description and maps,

APE description and maps as

well as correspondence with

DAHP and or Tribes is available

upon request.

TASKS

1) Background research including

a search of state site files

housed at the Washington State

Department of Archaeology and

Historic Preservation (DAHP), in

Olympia, to identify previously

recorded cultural resources in or

adjacent to the APE and review

of historic General Land Office

Plat maps on file at the Bureau

of Land Management, to identify

historic structures/features

and land use in or adjacent to

the APE;

2) Informal contact regarding

tribal concerns for the project

APE with cultural resources

personnel at the Tribal office

interested in commenting on

the project. Contact shall be

made after a letter from Adams

County stating that your firm will

be contacting them on behalf of

Adams County for this project.

3) A 100% walking survey (including

shovel scrapes or tests,

as appropriate) of the proposed

project area in transects spaced

no more than 25m apart by cultural

resources professional(s) to

determine the presence/absence

of previously unrecorded cultural

resources (cultural resources

documentation will include field

notes and photography, as well

as form preparation that is required

in the DAHP Washington

State Standards for Cultural

Resources Reporting updated

January 2, 2020, that states

“An electronic copy of the report

including the cover sheet, in PDF

format, is required and must be

uploaded to Wisaard with Historic

Property form.”)

4) Preparation of any required

forms (Washington State Archaeological

Site Form or Washington

State Historic Property Inventory

Forms) to be forwarded

to the DAHP; and,

5) Preparation of a professional

report of findings designed to

satisfy Section 106 (National Historic

Preservation Act of 1966, as

amended).

The finished cultural resources

documentation shall be provided

by April 30, 2024 provided the

weather allows the field survey

to be completed as described

above.

Submittal & Evaluation Criteria

Submittals should include the following

information: Firm name,

phone and fax numbers; Name

and contact information of Project

Manager.

Submittals should include and

will be evaluated and ranked

based on the following criteria;

1) Key personnel experience.

2) Firms experience with Washington

State Requirements.

3) Firm & actual employees

experience in Cultural Resource

Surveys.

4) Past performance/references.

5) Ability to meet the timeline.

6) Cost.

Qualified Consultants will be required

to submit THREE copies

of their Proposal to:

21, 2024. Submittals will not
