NOTICE OF APPLICATION &
SEPA THRESHOLD
DETERMINATION
Pursuant to RCW 43.21C.080,
notice is hereby given that Adams
County did on December
18, 2023, make a Determination
of Nonsignificance (DNS), for the
following application:
Description of proposal: Weyns-
Farms Hatton Rd. Solar Project.
Weyns Farms is proposing to
install 2000 solar modules, on
approximately 5 acres of farmland,
which is adjacent to an
onion/potato storage facility built
in 2020. The power produced by
this solar project would mainly
go towards offsetting the power
demand to the storage facility.
The 2000 modules will have the
ability to produce 1,080 kW. The
annual production is estimated
to be around 1,500,000 KWH,
which is over 80% of the average
annual electrical needs at
this location.
This project will remove a small
amount of irrigated farmland
from production. However, it is
in a rockier and less productive
area of the farm unit. Locating
the solar project approximately
900 ft south of W Hatton Rd. will
minimize impact on neighbors
and traffic, as well as leaving
room for possible future expansion
of the onion / potato storage
complex.
A decommissioning and reclamation
plan has been provided
for this project.

solar modules would be located
approximately 1000 ft south of
1977 W Hatton Rd.
Lead Agency: Adams County
Planning Department
Adams County has determined
that this proposal will not have
a probable significant adverse
impact on the environment. An
environmental impact statement
(EIS) is not required under RCW
43.21C.030(2)(c). This decision
was made after the review of a
completed environmental checklist
and other information on file
with the lead agency. This information
is available to the public
upon request.
Threshold Determination:
{X} This DNS is issued
under 197-11-340 (2); the lead
agency will not act on this proposal
until January 17, 2024.

Pursuant to WAC 197-11-340(2),
Adams County will not act on
this proposal for at least 14 days
from December 27, 2023. Timely
comments on this threshold
determination must be received
no later than 4:00 PM, January
16, 2023.
