& SEPA THRESHOLD

DETERMINATION

Pursuant to RCW 43.21C.080,

notice is hereby given that Adams

County did on August 23,

2023 make a Determination of

Nonsignificance (DNS), for the

following application.

Description: Adams County

Building and Planning a SEPA

checklist for the above refenced

Broadband Project.

The Adams County Washington

Broadband Project is anticipated

to bid construction in the

fall of 2032, and with all work

anticipated to be completed by

December 2024.

The proposed project is a County

wide project with work being

done in the City of Ritzville, Town

of Lind, City of Othello and its

surrounding area.

The proposed project is a Fiber

Broadband Communication Infrastructure.

The project consists

of a fiber to the premise construction.

A large percent of the project

consists of aerial construction

on existing utility poles. Where

underground construction is necessary

the fiber will be buried at

depths of 3 to 4 feet in the Right

of Way following existing utilities.

Multiple 30” x 48”x 36” access

handholes are anticipated to be

installed as part of the project

where needed.

Pursuant to WAC 197-11-340(2),

Adams County will not act on this

proposal for 14 days from August

30, 2023. Timely comments on

this threshold determination

must be received no later than

4:00 PM, September 13, 2023.
