Plan
The City of Ritzville is considering
adoption of a Housing Action
Plan (HAP) and has completed
a non-project SEPA checklist to
analyze environmental impacts
of the plan.

Description of proposal: The
proposed Housing Action Plan
identifies strategies and actions
the city can take to increase
housing supply, and address affordability,
stability, and housing
type diversity. This framework
has been grounded in a housing
needs assessment. As with
all sections of the Ritzville City
Code, the HAP sets a path for
implementation items related
to future development proposals
to be undertaken by the
City of Ritzville. The plan was
developed by SCJ Alliance, city
planning contractor for the City
of Ritzville.
Location: The HAP applies to
various residential and commercial
zones throughout the
City of Ritzville.

Lead Agency SEPA Environmental
Review: The City of
Ritzville has determined this
proposed non-project action will
not have probable significant
adverse impact on the environment.
An environmental impact
statement (EIS) is not required
under RCW 43.21C.030(2)(c).
This decision was made after
reviewing a completed environmental
checklist completed by
the city’s city planner contractor
SCJ Alliance and other information
on file with the lead agency.
This determination is based on
the following findings and considerations:
• The HAP envisions a more
efficient development pattern
within existing neighborhoods,
densifying where appropriate
and redevelopment where feasible.
This will help make efficient
use of existing resources
and utilities. The HAP will also
help city expansion and new
residential neighborhoods follow
smart development patterns that
are also concurrent with capital
facilities and utilities.
• The HAP provides strategies
for the City to accommodate
the projected population of additional
residents over the next
20 years.
• Future development of housing
will be subject to land use
and development regulations
adopted at the time of development.
Future developments
will also be subject to SEPA
requirements.
• Adoption of the HAP will not
generate any additional trips,
strain on utilities, or impacts to
critical areas. It merely sets the
framework so that the City can
grow in a smarter and more
efficient manner than it would
without this plan. Therefore,
the HAP itself acts as a method
of mitigation of potential future
environmental impacts.
This DNS is issued under WAC
197-11-340(2) and the lead
agency will not act on this proposal
for 14 days from the
date of publication (4/26/23).
Any interested parties may
submit written comments on
this proposal. This information
is available to the public upon
request. Written comments must
be submitted by the date noted

Appeal Deadline: Pursuant to
Ritzville Municipal Code (RMC)
11.255 Appeals, a determination
of nonsignificant decision may
be appealed within 14 days.
Written appeals must contain
a concise statement and the
appropriate appeal fee must be
filed by a person or agency to
the City of Ritzville located at
216 E. Main Ave, Ritzville, WA
99169 by 5 pm on May 10, 2023.
