Nov. 21

00:44 An officer responded to a medical call and assisted with a subject while waiting for the ambulance to arrive.

11:53 A request was received for an officer to respond as there was an unwanted subject outside a residence. He was there looking for a former girlfriend who the subject had been reported to have been in several domestics with over the past few months. The complainant told the subject the female was not there and to leave. An officer responded, made contact with the subject and told him to leave the area and not return.

13:07 A report of a missing person was received and the missing person had several medical issues. The complainant advised the subject was last known to have been staying in a local motel. After several phone calls it was determined the subject left a medical facility in another state, heading for a care facility in California. There were no problems, just miscommunication among family members.

19:06 A report was received of a vehicle that had been parked in the middle of the Main Street in the 600 block west. After an officer cleared another call and checked the area, no vehicle was located.

19:06 A report of a burglary was received and an officer responded to a fenced yard on north Adams St. It was determined an unknown suspect cut the chain link fence and gained entry into the storage yard but nothing was disturbed or found to be missing.

Nov. 22

10:10 A report of an assault taking place was received from a complainant on north Division. An officer responded and contacted two subjects who had been involved in a dispute over one owing money to the other. One subject said he kicked the other subject in the chest, as he would not leave when he was demanding money that he claimed was owed to him. The other subject denied being kicked and said he did not want charges filed. The home owner wanted the one subject trespassed from her property while the second subject was staying at the residence.

10:45 A complaint was received from a home owner to have two subjects trespassed from her property on north Division Street. It was requested she provide written letters of trespass for both subjects and provide a copy to the RPD. Both subjects were given a verbal trespass warning at the time.

11:30 A report of a structure fire was received for an address on the 400 block of east Birch. An officer responded and determined a subject was burning plastic material in a wood stove in a garage. The subject was advised he could not burn plastic. The fire department was advised and cancelled their response.

Nov. 23

08:22 A report of a burglar at a local storage facility was received. Upon arrival of an officer it was determined the unknown suspect broke the hasp and lock but did not gain entry into the storage unit. There was approximately $50.00 damage done to the unit.

14:05 A report of fraud on a bank account was received. An officer contacted the complainant who advised there was money missing out of a bank account, but it was pulled through an online money transfer system that required a password. More information was requested from the bank and the transfer system to determine who may have been responsible.

Nov. 24

11:33 A report was received from a local business regarding a subject stalking one of the employees. The subject repeatedly shows up at the business and askes for personal information on one of the employees. An officer contacted the subject who was very “standoffish” and denied the allegations of stalking or harassing the employee. It was suggested to the complainant the employee may want to request a restraining order from the courts prohibiting the subject from contacting her or being on or near the business property.

13:35 A report of a white Pyrenees dog missing from the area of 400 block of east Birch. The complainant said it was fine to give out her phone number if the dog was located.

15:11 A citizen assist request was received regarding a medical issue of a family member. The information was passed on to the RPD officer in case one of them has to deal with the situation.

16:34 A request for extra patrols in the area of a local motel while construction is underway.

18:58 A report of a truck running over a car at a local motel was received. No one was inside or injured. An officer responded and determined a van style truck was trying to get between two parked vehicles in the parking lot and actually ran over one of the vehicles then got a portion of his truck stuck on the car that was struck. An officer responded and assisted as needed until the truck was safely away from the car. The driver provided his information to the car owner. The vehicle appeared to have several thousand dollars of damage.

21:04 An alarm was received from Allide Security that indicated a burglary at a local business. The business was checked and the alarm reset. No reason for the alarm could be determined.

Nov. 25

12:14 A report of a burglary at a storage shed at the Haag Memorial Field was received. An officer responded and determined the shed was used to store old broken down equipment and nothing of real value. It appeared nothing of value was taken. The lock will be replaced.

21:52 A report of a domestic that had taken place in a local bar. An officer responded and contacted the victim, another family member and took statements. The suspect reportedly threw drinks at the victim who was his wife. The suspect had left the bar after the altercation and it was later determined he had taken off to an out-of-state residence. A report will be filed with a prosecutor.

23:35 A complainant reported hearing three loud bangs similar to gun shots or fireworks from an address near west Main Ave and Grant Street. An officer who responded from the police department, also heard the bangs. The area was checked but no one was located and there were no other bangs heard.

Nov. 26

03:27 A report of vehicle prowling taking place at the time of the call was received from a local motel. An officer was in the area and did not locate anyone. He stayed in the area for some time and another report was received. The officer was observing the same area that the prowl was reported but no suspect was observed. It was reported the suspect jumped a fence and went through a yard. There were no tracks in the lawn observed.

10:35 A report of a burglary was received from a local tow yard. Upon arrival it was determined it was not a burglary but a vehicle prowl where an unknown suspect entered an older vehicle and took a radio out of the vehicle. It appeared as if the heater control may have been tampered with and was going to be taken also.

Nov. 27

13:06 A report of a citizen dispute was received from one of the local motels. The complainant advised there was a dispute in the manager’s office. It was determined the subject in the office with the manager was upset and was trying to get a bill of sale out of a vehicle that had been impounded after a DUI arrest. The bill of sale was in the vehicle. The responding officer assisted in getting the bill of sale out of the car so ownership could be proven and the vehicle could be released from impound. The dispute was not between the motel manager and the subject.

14:33 An officer on patrol observed a tool set in the street near Division and Third Avenue. He picked up the tools and located a vehicle that had been driving around with the tail gate down in the area. That vehicle’s owner had lost the tools earlier and they were returned.

Nov. 28

10:35 A report of bank fraud was received. An officer contacted the complainant and was waiting for further information so an investigation could be conducted. That information was not received.

12:15 A traffic stop was conducted near Sixth and Washington for a vehicle license violation. The driver, Brianna S. Hamilton-Harris 29 of Ritzville was cited for Driving While License Suspended in the 3rd degree and released due to booking restriction at the Adams County Jail due to COVID-19. The vehicle was released to a licensed driver.

02:47 An officer on patrol located a vehicle parked near the 200 block of Wittlesely with the door open. An attempt to contact the registered owner was not successful. The door to the vehicle was closed and the officer cleared.

Nov. 29

14:25 A request was received to have an officer respond to the hospital to assist an ambulance crew with a subject being transported on a mental health hold. An RPD officer and Two Adams County Sheriff’s Office deputies responded and assisted as needed.

17:11 A report was received of malicious mischief. An officer contacted the complainant who advised on November 27 he noticed someone had thrown a rock at the Welcome to Ritzville neon sign at First and Adams and one of the neon tubes was broken. He placed the replacement value at $800-$900. There are no suspects and the exact time frame of the incident is unknown.

Nov. 30

00:31 A request for a citizen assist was received. An officer located a subject at his residence and requested he contact his friend five miles out of town where his vehicle was broken down. The message was delivered.

14:59 A request for an officer to respond to a local motel was received regarding a stolen cell phone. As a result of the investigation, a suspect was located at a local restaurant and Michael J. Gardipee Jr. 42 of Dear Lodge Montana was arrested, cited and released for Theft in the Third Degree. He was not booked due to booking restrictions at the Adams County Jail due to COVID-19. Breana S. Harlow 31 of Pablo was also arrested and charged with Possession of Stolen Proper in the Third Degree, cited and released due to booking restrictions at the Adams County Jail due to COVID-19. The stolen cell phone was recovered and returned to the owner.

Dec. 1

08:41 An agency assist was received from Richland PD regarding a runaway who was reportedly staying in Ritzville. The subject was located at a local address and was staying with his father. The mother reported the child as a runaway after he left her residence following a disagreement. It was determined the child actually lives with his father.

13:10 An officer responded to the 600 block of west Broadway and assisted the fire department with an unattended burn in a fire pit. The fire department put the fire out and dismantled the fire pit.

15:05 A report of a dog bite was received from a subject. He advised he was near Alder and Chelan when he was attacked and bitten by a white pit bull-type dog. He was taken to the hospital for treatment. The victim did not provide any information that assisted the responding officer in locating the dog.

03:03 An officer was requested to respond to a local motel on west First Ave for ongoing noise in one of the rooms. The officer responded and contacted all subjects involved who appeared to have been packing their belongings to move on. Darian A. J. Morgan, 24, who provided a Ritzville address was arrested and booked into the Adams County Jail on a Domestic Violence Protection order violation. The other subjects were advised to move on, as they were not wanted at the motel.

22:05 A report of semi-trucks running the stop sign at a local stuck stop where they come back onto SR-261.The area was monitored for 25 minutes by the responding officer and no further violations were observed. This is an on-going problem.

Dec. 4

11:11 The owner of a local motel called to report a 32-inch RUKU Smart TV was stolen by a subject who rented a room last night. The clerk did not get a copy of the subject’s ID, nor did they get a license plate of their vehicle. The TV was valued at $150.00.

16:07 A call reporting custodial interference was received regarding a parent who did not show up to drop off a child for visitation. The complainant was advised to contact the court that had issued the court order.

16:49 A subject called to report a two-car, non-injury collision at 3rd and Palouse. The driver of a 1999 Chevrolet pickup was eastbound on 3rd, and failed to yield to a 2011 GMC pickup southbound on Palouse. The driver of the Chevrolet pickup was cited failure to yield and for not having liability insurance. There were no injuries to either driver, but there was several thousand dollars of damage to the 2011 GMC pickup.

Dec. 5

02:28 A complainant reported she thought a subject was attempting to commit suicide near Birch and Division. Both subjects were contacted and the male subject denied needing assistance from the police or mental heath, and was uncooperative. The incident is believed to have been involving domestic issues.

03:48 A request for assistance was received regarding a subject having trouble breathing. Assistance was provided until the ambulance arrived.

Dec. 6

09:57 A report of possible fraud on a credit card used at a local gas station. There was a $50.00 hold placed on the card. The complainant was advised to contact the issuer of the card and the station to figure out what the hold was placed on the card for.

13:21 A complainant called and reported items that were found in her mother’s room when it was cleaned out. Her mother had passed months earlier. The items were returned to their owner.

17:26 A report of a domestic was received from a third party who was not in the area. After several phone conversations with different subjects, it was determined if there was a situation that took place it was most likely in Lind. The complainant and other subjects involved were advised they would need to contact the Sheriff’s Department.

20:11 A request was received from the Adams County Sheriff’s Office to attempt to locate a subject who was involved in a domestic violence situation in Lind. The subject was located, detained and turned over to a sheriff’s deputy who arrested the subject on a domestic violence charge.

Dec. 7

10:24 A report of a suspicious vehicle was received that had been parked near the high school baseball fields for some time. An officer contacted the subject sleeping in the vehicle, who said he had nowhere to sleep. He said he would be moving an RV that he just purchased to Washtucna and staying there from now on.

14:20 A report of a vehicle prowl where the front passenger side window was broken out was received. The owner said she left her wallet laying on the front passenger seat and it was now missing. Also taken was some cash and credit cards. The bank was notified of the credit card theft. The vehicle had been parked in the same location on Division near 8th for a couple days, but the theft is believed to have been sometime the night before. Nothing of evidentiary value was located. The estimate of the broken window and items taken was placed at $350.00.

14:50 A request for assistance in locating the registered owner’s information on a vehicle was received. The officer responding advised the complainant how to proceed in locating the information requested.
