NOVEMBER 1

01:26 The on-duty officer located several political signs in a yard which had not been there earlier in the evening. They were taken to the PD for safe keeping.

03:03 Request to assist the Adams County Sheriff’s Office in attempting to locate a suicidal subject. The subject’s phone may have been near Second and Columbia earlier in the evening.

10:30 An officer was dispatched to the old US Bank Building where it was reported a women was having an emotional crisis. A sheriff’s deputy transported the subject to a Motel in Moses Lake after a room was secured. The deputy had dealt with the same subject in Lind earlier in the day.

10:34 A call was received regarding a firearm that had been left at a residence by a relative who no longer wanted it. An officer responded and discussed options with the complainant. The firearm was not stolen or registered and left with the complainant who had a plan on what to do with it.

22:48 A call was received from a local truck stop regarding a dispute between a customer and the employees. The subject thought the truck stop and one in the county were somehow owned by the same company. The subject was told that was not the case and he left.

NOVEMBER 2

15:29 Report from a subject near 6th and Jefferson that a vehicle was sitting at the neighbor’s with a subject inside. The subject advised he was waiting for a property owner to arrive so he could look at a rental house.

16:30 Suspicious activity on east Fir. Two subjects were contacted who said to be looking for a subject that lived in the area. They were told the subject was not home and unless they could obtain permission to be on the property they had to leave.

NOVEMBER 3

12:58 A report of a minor traffic accident was received between a passenger car and a Fed Ex van. An officer responded and competed a collision report.

13:00 Report of a subject loosing a pair of blue tinted glasses with blue ear pieces between 100 block of west 4th and the 100 block of west 6th.

22:16 Request for assistance was received from the sherrif’s office at a local truck stop as the deputy had one subject in custody and there was a second subject at the location also. Assistance was provided until a K-9 Officer was able to respond then the RPD officer cleared.

NOVEMBER 5

12:07 A call was received regarding a subject that was helping a child at a local residence who was in an on-line class room doing school work. The child was heard make a statement in the on-line class room indicating they wanted to commit suicide. An officer attempted to track the website the caller was on but was unable to. A search of the internet provided negative results on how to contact the website and a message that was sent would not go through.

17:26 An alarm was received from a business on Galbreth Way, advising there was a burglary at the back door of the business. Some subjects that were standing in the parking lot of a neighboring business said a subject came up and tried the door but did not go in. The responsible for the business arrived and checked the building advising nothing had been taken or disturbed.

20:13 An alarm was received from a business on Smitty Blvd. advising of a burglary. The building was checked and found to be secure with no one located in or near the building.

NOVEMBER 6

08:15 A cell phone and debit card were located and turned in after it had been found on the golf course. They were returned to a relative of the owner.

12:41 Report of a blue and black bike having been left at a local motel on west First for a couple weeks. An officer picked up the bike and it is being held until the owner is found.

15:27 Call regarding custodial interference. The subject was advised to take the matter up with the court that has jurisdiction.

NOVEMBER 7

13:49 Request for assistance from the sheriff’s office. An RPD officer assisted the deputy at the hospital taking a female juvenile into custody and transporting her to the jail to be held for Martin Hall transport officers.

14:50 An officer responded to a local apartment complex regarding a juvenile problem. All subjects involved were contacted and a report will be sent to Adams County Juvenile. The parent will contact a counseling service for an appointment with the juvenile and a counselor.

15:21 An officer and a deputy responded to an address on Weber Avenue regarding a reported domestic in progress. The reported victim, children and a grandparent had left the scene. After an investigation and contact with the reported victim, it was determined no assault had taken place. The reported victim was somewhat un-cooperative and the case was closed. A report was sent to CPS for their information as it appears as if the children will be taken out of state by the mother.

NOVEMBER 9

12:35 A caller reported a harassing fraud call from a Hispanic male claiming he was from a medical company. The compliant did not provide any information and the caller hung up. An officer attempted contact on the number provided by the caller.

13:29 Report of a male subject screaming in the alley between Main and Broadway in the 100 block. An officer made contact with the subject who was intoxicated and yelling into his phone. He was offered a ride home but refused.

13:49 A report was received from an address on East Alder of a subject in the complainant’s yard yelling and acting disorderly. An officer contacted the same subject again and told him to go home and stop yelling. He apologized and said he would be quiet the rest of the day and walked toward his residence.

15:41 Report of a strange man outside a residence on East Olive. The same subject was contacted again, given a ride home and told to stay there.

18:15 A 911 hang-up call was received from a local truck stop. Upon checking the business, one of the employees said there were no problems at the truck stop. It was most likely a subject using the phone and having to dial a “9” to access an outside line.

19:38 A request for extra patrols at a residence on South Division was received in reference to a subject seen in the area wearing a dark-color hoodie knocking on doors.

NOVEMBER 10

07:44 A traffic hazard was reported and the city crew was advised of a semi that was stuck on slick street near Third and Division. They handled the problem with sand/salt being applied to the street in that area.

NOVEMBER 11

08:58 A request for an officer to respond to a local restaurant was received for an unruly customer that would not leave. Before the officer arrived, the subject had left the area.

14:38 Report of a large white dog running loose in the area of Main and Washington. The dog’s owner arrived and the dog was turned over to the owner.

15:42 Report from an address on west 8th advising of a subject ringing his door bell then taking off. This has happened the past couple of days. The officer asked if the complainant’s children may know anything about it. He was not sure. The officer checked the area prior to clearing.

23:53 A complainant called advising her shop light was on and should not be. An officer responded and checked the shop finding the door was unlocked with the lock hanging on the hasp. Nothing out of the ordinary was observed so the shop was locked at the request of the complainant.

NOVEMBER 12

12:27 A loose dog was observed in the area of 400 block of east Birch. The dog had a blue collar on it and seamed friendly but was not apprehended at the time. It appeared to belong in the area but no owner could be located.

16:23 Report of juveniles picking on each other on the way home from school. This matter was referred back to the school administration.

NOVEMBER 13

14:14 A complainant called from an address on east Alder advising of an unwanted person in his yard. An officer responded and told the subject to leave and not return as he had been trespassed from the property.

NOVEMBER 14

00:24 Report of three juveniles subjects wearing dark hoodies, walking near the tracks on Columbia.

15:09 Report from a local equipment dealer that unused service trucks in the equipment yard that been prowled sometime in the past week or so. Some of the doors on the tool boxes had been found open. The complainant was requesting extra patrols in the area until the surveillance system was restored to working order.

NOVEMBER 15

14:24 Report of a large white dog running in the area of the 400 block on east Cherry. The dog owner’s son showed up looking for the dog and was advised where it had been seen last.

15:53 A complaint was received from an address near the 400 block of east Birch regarding a threatening call. The subject was contacted, told to stay clear of the complainant and if he had a knife not to display it or he may be subject to arrest.

NOVEMBER 16

13:29 Report of custodial interference the previous day. The complainant was told to file the information with the court that had jurisdiction over the custody matter.

15:17 A complainant was received from a local bank requesting an officer check on a two subjects in a vehicle that had been parked in the parking lot and were not customers. The subjects were contacted and advised they were waiting for some property to be dropped off that had been left at a local motel.

18:01 Report of a juvenile being assaulted by another juvenile. Several interviews were conducted and medical records were obtained from the hospital. The matter was referred to the Adams County Prosecutor and the Adams County Juvenile Administrator.

20:30 Information was received from a subject in another city regarding a possible domestic violence situation and destruction of personal property that may take place in Ritzville. After several phone interviews the information received was confusing. An eye was kept on a residence that night and the next day, with no suspicious activity observed and the matter was closed.

NOVEMBER 17

19:14 A complaint was received from a resident on west 10th regarding a vehicle being parked for some time on the street with interior lights on. When an officer was available, the area was checked and no suspicious vehicles were located. A package was located on the front porch of a residence. A relative was contacted and advised another subject was in the area of the residence and was now at a residence in the county. That subject had asked his neighbors to call the police if they saw anything suspicious as he would be staying at a residence in the county for a few days. There were no problems.

23:08 Report of a subject being assaulted by a third party with a vehicle, the day before. The reported victim was contacted and said he was not assaulted and he did not want to report an assault.

NOVEMBER 18

02:04 An officer located an unsecured door on a local church. The building was checked by the RPD officer assisted by a sheriff’s deputy. The responsible for the building was advised, responded, checked the building, then secured it.

12:09 Report from the responsible at the fair grounds that someone had been taking down robe barriers, flags, fence posts and traffic cones that had been set up to keep vehicle traffic out of the fairgrounds and the parking lot. This has been an ongoing problem for the past few weeks. Surveillance cameras are being installed at the fairgrounds. Extra patrols are requested in the area.

NOVEMBER 19

01:42 Report of a suspicious vehicle parked at the pumps of a local gas station. The vehicle had been there for 45 minutes. The occupant was contacted and said he fell asleep, as he had been up for a long period of time driving. It was suggested he pull around behind the building and get some rest before continuing on his way.

13:33 Report of dogs running at large in an alley behind a Main Street business and the dogs using using the neighbor’s property to do their business. One of the dogs had shown aggression in the past. The dog’s owner had been contacted by a local business in the past asking the dogs be kept on a leash and on their own property, along with messes they make be cleaned up. Contact was made with the dog’s owner and a verbal warning was provided for allowing dogs at large and using the neighbor’s property to do their business, and for not obtaining city dog licenses. The subject had been contacted in 2016 about the same issues and will be cited if the violations continue.

15:05 A local resident was contacted for having too many dogs at one residence. He had been contacted in the past for the same violation and allowing the dogs to bark all the time. While at the residence, the officer also warned the resident about the piles of garbage in the yard and the garbage that has blown in to the neighbor’s yard. The residence was checked the next day and the garbage had been cleaned up and no animals were observed or heard. Any further violations will be handled through citation. Citations have been issued in the past for the animal violations to the same owner.

18:10 The front door of a local business was located unsecured. The responsible subject was contacted and he checked the building finding everything in order. It was determined an employee had been in the building earlier in the evening and forgot to lock up. The building was secured.

19:13 A report of a domestic in progress was received from an address in the 200 block of east Birch. Upon arrival an officer made contact with the reported victim who said she was not a victim of domestic violence. No marks were observed on her person. The other subject was contacted and both subjects said they had been arguing but no assault had taken place.

21:40 An open 911 call was received from an area in the 500 block of east Fourth. An officer checked, locating a subject who said they were having problems with their cell phone and had not dialed 911. The phone was checked and phone screen was black.
