Ritzville Police Department Report

8-1 22:16 Report of a subject slumped over the wheel at a local truck stop. An officer made contact with the subject who had some suspicious substance. He admitted possessing the substance without a prescription. The substance was taken and will be sent to the state crime lab for an analysis.

8-2 16:07 Report of harassment. The officer returned the call but the mail box. Several calls from the subjects had been received in the past. Case closed unfounded.

8-2 20:03 Complainant called regarding his girlfriend being gone with their children for a month. An officer returned the call but was unable to get any answer. The matter was closed.

8-2 21:51 Report of two large burn piles. An officer advised there was a fire but it had a screen over the fire. Safety precautions were discussed, as some fire and sparks may have gotten by the screen.

8-2 22:21 Report of threatening messages sent on social media. Suggestions on how to avoid these type of situations was provided.

8-3 11:25 Report of a verbal domestic in progress near Division and 3rd. No one was located in the area but the two subjects were observed walking holding hands a short time later. It was reported the female slapped the male subject, but upon officer contact both subjects denied any physical contact, just a family argument.

8-3 11:57 Report of a domestic in progress in the parking lot of a local business. The vehicle was gone upon officer’s arrival. A witness advised the vehicle took off eastbound on I-90 and the WSP was advised.

8-3 16:29 Report of a small dog running in the area of the court house. The dog was not located.

8-3 16:38 Request was received from the WSP to attempt to locate a vehicle that may have been involved in a collision, and taken the 220 off-ramp. An officer assisted the trooper with placing a dog in the pound after the trooper had the suspect vehicle stopped.

8-3 19:19 Report of threats from a subject who worked on a construction project in the area. An officer made contact with the other subjects involved and it was suggested all subjects block each other from social media and their phones.

8-4 13:19 Report of a six-year-old boy sitting on the rail road tracks at the Columbia Street Crossing. No one was located.

8-4 13:54 Report of suspected fraud from a subject who said a call he received indicated the caller was from the DEA and there was an arrest warrant issued for him. An attempt to gain personal banking information was made but the complainant did not provide any information.

8-4 20:47 Request for a welfare check on a child. The complainant said the father had been yelling at his child for the past 20 minutes. The subject was contacted and displayed a calm demeanor and discussed some ongoing issues with his son. Some suggestions were given on how to handle these type of issues.

8-5-10:05 A call was received from a complainant advising she was being followed. An oficer determined there were possibly some PTSD issues, and stayed with the complainant until she left the area.

8-5 11:19 An officer assisted Child Protective Services with an investigation at a local address.

8-5 13:14 Report from a pet rescue regarding a residence that had several dogs and some dead puppies at the residence. It was determined the deceased animals had been buried per the vet’s instructions and the owner was cited for one violation. Follow up will be done and if the maximum number of animals is still exceeded, additional citations will be issued.

8-6 02:18 An agency assist call was received from the Adams County Sheriff’s Department. An officer responded to a local gas station in the county and dealt with two suspicious vehicles. No illegal activity was observed and the officer stood by until the vehicles left.

8-6 12:22 An officer assisted as requested with a medical issue until the ambulance crew arrived.

8-6-13:45 An officer responded to a complaint of a neighbor’s fruit tree dropping fruit in her yard, causing wasps to swarm. An officer attempted to help resolve the issue but ultimately suggested the complainant consider contacting her attorney.

8-6 16:25 An officer responded to a call for assistance in helping an elderly subject gain access into her locked residence.

8-7 01:18 An officer responded to the scene of a medical call until the ambulance arrived, then assisted the ambulance crew as needed.

8-7 17:15 A request was received to contact a subject and have them return a phone call to another subject. The person was located and given the message.

8-8 07:45 A call was received regarding a bank card being left stuck in the fence at the park. An officer destroyed the card per the banks request, after the owner could not be located by another law enforcement agency.

8-8 11:02 A call was received to assist the ambulance in gaining access to a residence where an elderly subject had fallen the day before. The officer assisted in gaining access into the residence.

8-8 16:31 A call was received from a subject at a local truck stop. When the officer arrived it was determined there may have been a near collision on the turn lane off Highway 261 and the motorcycle driver pulled up yelling at the driver of a vehicle, hitting the window breaking the glass. No cameras were in use and the suspect description was obtained from witnesses in the area. No license plate was obtained. The motorcycle left south bound on Highway 261.

8-9 13:32 A call was received from an elderly female regarding not feeling well and suffering shortness of breath. She went on to say a man comes to her house with dirty hands and steals her special food sent to the post office by her family, eats it and leave the sink dirty. She did not request officer contact or medical. The call was logged to document on going issues.

8-9 15:11 An officer on routine patrol observed an unsecured business. The responsible was called to check and secure the business.

8-9 19:42 Report of someone being locked out of his vehicle by juveniles inside. An officer was unable to locate the vehicle or subjects.

8-9 21:27 A suspicious 911 call was received from a residence. An officer determined medical might be needed and an ambulance was dispatched.

8-10 09:35 Report of a piece of property on North Palouse that had a junk combine parked on it. Caller said he sold the property and the combine owner refused to remove the combine. A neighbor in the area had something to do with but denied any involvement. When the area was checked on 10-14-20 the combine was observed on the neighbor’s property. The complainant was advised.

8-10 17:50 Report of a male subject at a local truck stop wearing a bikini and making sexual gestures. The responding officer observed a male subject on the sidewalk wearing a yellow t-shirt and black shorts. The shirt was rolled up/tied and the shorts were pulled up making his clothing appear like a bikini. The subject was observed prancing back and forth on the sidewalk near the driveway. The complainant and other staff stated he had been grabbing his crotch through his underwear. The subject told the officer he “went gay today.” Then the subject stated he was frustrated about no one giving him a ride so

he began screwing around. The subject was advised there were children in the area

who didn’t need to see that. The subject returned his clothing to normal. It was suggested he try getting a ride at the bottom of the westbound I-90 on-ramp. The subject was advised not to go back to the truck stop.

8-10 23:51 Report of loud music in the area of the skate park. A subject at a nearby residence agreed to turn it down.

8-11 10:06 A lost driver’s license was turned in, and the complainant will be notified.

8-11 13:46 Report of someone filling their company dumpster with Kosha weeds last night. The complainant was going to check with all the employees to make sure not one of them did it.

8-11 23:13 Complaint from a subject at a local truck stop regarding someone shining microwaves in her dog’s eyes, causing the dog to get ulcers. The complainant advised her ex-husband and some drug dealers were following her and creating the problems. After the complainant put some tin foil inside her car windows to block the microwaves, she appeared to be fine.

8-12 10:52 Report of traffic congestion at a local truck stop, as the fuel pumps were off line. A trooper was taking care of the traffic problem as it was on Highway 261.

8-12 15:44 Report of harassement from a local gas station. The reporting party and victim were contacted.

8-13 18:43 Traffic stop for speeding in the 300 block of east Birch. Marla A. Duplichan, 53, of Warden was issued an infraction for speeding 35 in a 25, No Insurance, and a Criminal Citation for Driving While License Suspended in the 3rd Degree. With jail restriction in place due to COVID-19, no booking took place. The vehicle was released to a licensed driver.

8-13 20:36 An officer responded to a local truck stop regarding a complainant about dogs, microwaves and a $30,000.00 check. The subject was referred to a family member for assistance.

8-13 22:45 Report of juveniles throwing rocks at the City of Ritzville sign at City Hall, again. It is believed to have been the same juveniles as in the past.
