RITZVILLE — Here are the calls for service for the Ritzville Police Department for April 2-13:
April 2
14:42 — A call was received regarding four juveniles in the skate park. The out-of-town subjects were contacted and advised the park was closed until further notice.
17:17 — Caller reorted ongoing domestic harassment. The complainant advised that her ex-boyfriend would not leave her alone. She wanted help getting her clothing from an apartment and getting away from him. The subject was put in touch with New Hope, which assisted her with a safe place to stay for the night.
11:27 — An officer delivered two skunk traps to a resident on east Fourth after a request was received. There were several skunks seen.
April 3
13:40 — An officer responded to a complaint of a small, white aggressive dog growling at a pedestrian. A subject said he will be taking the dog to a shelter for re-homing.
15:48 — A resident reported a washing machine had been stolen from an unoccupied residence on West Broadway. An officer located the subject pushing the washing machine down the street. Identified as Terry C. Osborne, 33, believed to be residing on East Fourth Avenue, Ritzville, was booked into the Adams County Jail on charges of residential burglary and third-degree theft.
20:06 — Suspicious person refusing to leave a local motel. The subject was a Lind resident who had been given a ride to the motel at her request. The subject was transported to the Ritzville Hospital for a mental evaluation.
23:45 — Officers responded to the hospital regarding an uncooperative woman who had been transported there earlier. Police officers, the Adams County Sheriff’s Office and the Washington State Patrol responded and assisted.
April 4
16:18 — A regarding a custodial interference situation was received. They advised the complainant the matter needed to be settled by the court that had issued the parenting plan.
April 5
18:45 — A complaint was received from a local gas station that their employees had observed what was believed to be inappropriate behavior in a vehicle. An officer contacted the subjects, who advised they were both there of their own free will and nothing inappropriate had taken place.
20:20 — Suspicious person in the area of Palouse and Birch. The subject was contacted near a church on Main Street. The subject was a local homeless subject who was hungry and had called the pastor for assistance.
April 6
13:25 — A report of fraud by a local resident, advising some juvenile subjects had been given money for a school fundraiser by selling orders for T-shirts that were never received. This same activity had previously been reported and investigated.
The juveniles had been contacted, cooperated with the investigation, with the reports from both complainants being referred to Adams County Juvenile Court.
18:23 — Report of several juveniles throwing rocks at a bus. The bus had two broken windows. The juveniles and their parents were contacted. A report will be forwarded to Adams County Juvenile Court.
19:30 — A report was received from a residence on East Sixth Avenue of a subject being in the residence, doing his laundry all day and eating all the food. The subject had reportedly left and the complainant was not requesting contact. This is the same location numerous reports of the same nature have been received from. It has been determined over the years that the complainant suffers from hallucinations.
April 7
13:22 — A burglary at a local storage unit had taken place the previous night. Entry was made into one of the units. The only item determined to have been taken is a portable up right Craftsman Air Compressor, red and black in color.
14:33 — Police assisted a local resident with an out-of-control child. Upon the officers’ arrival, the complainant said the child had calmed down.
23:18 — A social media report said a burglary had taken place at an address on West Fifth Avenue. The victim was contacted and it was determined the door to a travel trailer had been forced open and an empty magazine for a pistol had been taken.
April 8
13:17 — An abandoned vehicle was parked near the entrance of a local cemetery. The owner was contacted and advised the vehicle would be towed if it was not moved within seven days.
15:52 — A welfare check was received from a state agency indicating an adult female at a local residence may be the victim of domestic violence and restraining order violation. It was also reported the subject may be in need of food.
Contact was made with the subject who said she had not been the victim of any recent domestic violence or order violations and added that the RPD had responded and made the appropriate arrests to those prior violations, but she was low on food. She then said she had been in contact with a local pastor and his wife who were bringing her food
20:48 — A complaint of a barking dog was received. An officer responded to the area and heard dogs barking from several directions but none close to the complainant’s residence.
23:54 — A request was received from an outside law enforcement agency for a welfare check on a subject that was reported to be at a local truck stop. While the officer was on the way, a county deputy in the area advised he had attempted to locate that subject but was unable to make contact with them.
April 9
02:33 — A request for assistance was received from a subject who claims to have been kicked out of a residence, by the owner. She claims to have been called, then Ubered from Cheney to stay for a few days to help her friend.
She was provided a voucher for a room for the night until she could find a way back to Cheney. Alcohol was a factor.
15:05 — A report was received stating he believed a gate in his backyard was damaged and he thought he should report it. An officer did not observe any damage.
15:36 — A report of a domestic situation in progress, with a woman being chased by a man in the area of First and Division streets. Two officers located the subjects at a local motel. A woman denied being chased and stated they were just running. The male subject was very vocal toward the officers telling them to mind their own business.
There have been domestic related contacts in the recent past with these two subjects. The woman refused assistance.
16:39 — Police were requested to assist the ambulance on a call where the victim may be violent. Upon arrival the officer was advised everything was fine and police assistance was not needed at this time.
17:24 — An officer responded to the area of Third and Columbia streets regarding an ongoing parking problem. It was determined the owner of the vehicle in question was trying to get the vehicle started and moved. It was later determined the son of one of the parties made threats to move the vehicle on a trailer if it was not moved within 15 minutes. The vehicle was move approximately one hour later without further incident.
17:36 — A resident on West Seventh reported she was long-term house sitting and she believed someone had been in the basement recently and repeatedly because of noises she heard coming from the basement. It appeared the screen to one of the basement windows may have been pried partly off but there was no indication from the inside that any entry had been gained. There are now security locks on the inside of the doors.
17:43 — A request for medical assistance was received at Fifth and Division streets. An officer responded and determined the subject was requesting a ride to the hospital, which was provided. Alcohol was involved.
21:27 — Suspicious subject sitting on a porch of a vacant building near First and Adams streets. A local subject sitting on the front porch of a vacant residence smoking a cigarette.
April 10
00:23 — A call was received from a local motel stating two subjects took a key out of the key dropbox and had tried it on a room door. The subjects were contacted by an officer and were told a relative rented them a room and may have left the key in the dropbox. They were asked to leave the property and not return.
02:11 — A subject walking home noticed an open door on a vehicle parked near Fourth and Washington. The vehicle’s owner advised her children were helping her unload the vehicle when they got home and must have forgotten to close all the doors.
10:33 — A complaint was received stating a vehicle had passed him very closely and a subject was yelling out the window at him. This reportedly had something to do with several subjects being at a party drinking and smoking marijuana.
April 11
00:59 — An officer made contact with a subject in the parking lot at a local truck stop. The subject told him he was being extorted and that his family had put cameras and listening devices in his pickup.
The subject became agitated and walked off telling the officer he was done talking to him. The officer spoke with the subject’s son for a short time and he told him they had recently become reunited after several years and they were going to see his sister. She did not have a vehicle, but she was trying to find a way to come get them. The officer tried to talk with the subject again and was told he was done talking with the officer.
03:24 — A call was received from the same subject requesting an officer again. The dispatcher told the officer the subject said his vehicle had cameras in it, it was bugged and his cellphone was being monitored.
The subject was provided the number to the FBI at his request. He rambled on abut his family extorting him and not allowing his wife to answer his phone calls.
17:24 — An officer took a complaint from the owners of a local motel in reference to a fraud that took place last year. The officer is awaiting further information and documentation.
21:23 — A 911 call was received from a local truck stop. It was determined the call was a misdial by a cashier.
21:37 — A request for a welfare check was received for a subject that was hearing voices and may have a sword. Contact was made with the subject and his son. They denied having a sword and stated they did not need any help.
April 12
A complainant reported her purse had been stolen while she was a local truck stop. She said she was able to chase the suspect vehicle down and get it to stop east of the Sprague Lake rest area. She made contact with the occupants of the vehicle and was able to retrieve her belongings with the exception of a debit card which she had already reported stolen.
A request was received through a third party to contact the Ritzville hospital regarding a subject being transported by private vehicle that may be suicidal. An officer responded and assisted as requested.
April 13
While on routine patrol, an officer located a BMX-style bike and transported it to the department for safe keeping until the owner could be located. If you are missing this bike, please call police and identify the bike so it can be returned.
A residential burglary alarm was received by dispatch. An officer responded and determined the owner let her dog out and forgot the alarm had been set.
A request was received from a local truck stop for an officer to respond regarding a semi parked in the lot that was blowing out a large amount of smoky exhaust that was blowing into the store. When an officer responded, an employee said they already spoke to the driver, who was not receptive to the request to shut the semi off or move on. The employee did not want the officer to make contact with the driver but would call if the problem started up again.
A request was received to respond to the hospital to assist with a possibly suicidal subject. The hospital had evaluated the subject as well as did Adams County Mental Health earlier in the evening. The officer told the subject he could not assist any further; it was up to the medical staff.
A request was received from the Franklin County Sheriff’s Office regarding a stolen vehicle and credit card from that jurisdiction. There had been an attempt to use the stolen credit card at a local truck stop. They allowed the responding officer to record the video of the transaction. A copy of that transaction along with the forms to obtain a copy from the truck stop were emailed to the deputy making the request. The stolen vehicle was not located.
A request was received for an officer to respond to a local motel. Upon contacting the complainant the officer was told there was a female subject that walks around nude and had been prostituting herself. Upon contact with the motel owner, it was determined the owner never called and the subject was not actually walking around nude. The owner did mention other problems she was having with the subject who only rented a room for one day but was refusing to leave. The owner said she would give the subject one more day to pay or leave.
A vandalism call was received from a Wheatland Community Fair Ground boardmember. It was determined damage was most likely due to strong winds.
