Feb. 15, 08:15 — A report was received from a local truck stop of a two semi’s that had been in an accident and the drivers were requesting contact with a police officer. The responding officer assisted the drivers in exchanging information. No state collision report was done as the accident was on private property.
Feb. 15, 09:39 — A report of an unsecured garage at a residence that is currently unoccupied and listed for sale. An officer responded and requested the owners relative who checked on the residence respond also. He arrived and checked the buildings. It appeared as if the strong winds may have blown a shop door open and it was secured.
Feb. 15, 14:14 — A call was received of a suspicious subject carrying a backpack at a government building on Main Ave. An officer responded and contacted the subject who was a local subject that carry’s some of his tools and possessions around with him most of the time. He was not violating any laws and allowed to be on his way after contact with the officer. He said he understood the concern that was reported.
Feb. 15, 18:41 — As a result of a report of a domestic in progress call, an office responded and conducted an investigation with the assistance of a second RPD officer and a deputy from the Adams County Sheriff’s Office. As a result of the investigation, Wade A. Hippen, 31, of Ritzville was arrested and booked into the Adams County Jail on a charge of Assault in the 4th Degree under the Domestic Violence Protection Act. A .45 cal semi-automatic pistol was seized and will be held pending the outcome of the charges.
Feb. 16, 11:20 — A request for an officer to respond to an address on East 2nd Ave. regarding the removal of a vehicle that was hindering a snowplow. The on duty officer responded and assisted as needed.
Feb. 16, at 12:01 and again at 16:30 — Two separate complainants were received from different subjects about parking problems in front of an apartment complex on East 2nd Ave. An officer responded both times and contacted the subjects involved advising them the street was public and anyone could park there if they were parked legally and their vehicle was legally licensed. There was no designated parking for residents of the complex. They were requested to get along and not block other vehicles in so they could not move. There is a possibility one of the subjects contacted may not have been truthful about when they parked their vehicle. Again the officer requested all subjects involved be respectful and get along.
Feb. 17, 15:50 — A request for a welfare check was received at an address on West Main Ave. An officer responded and contacted the subject in question and a friend of his who was checked in him. The officer cleared when it was determined the subject was not requesting any medical assistance or assistance from the police.
Feb. 17, 19:21 — An officer responded to the hospital on a request for a citizen assist. The officer determined the situation he was called about may have taken place in Sprague so a call was placed to the Lincoln County Sheriff’s Office and they were notified of the information received.
Feb. 18, 11:26 — Two 911 hang up calls were received from the Ritzville Hospital. An officer responded and determined the calls originated from a fax machine line and the hospital staff had been having problems with that line for the past 3 days. The officer checked to make sure there was no emergency and cleared.
Feb. 19, 10:57 — An officer contacted a subject that reportedly had information of a subject driving around Ritzville on a suspended license. The officer took the information and conducted a follow up investigation which indicated the subject was not suspended but did not have a current driver’s license. The RPD officers were made aware of the subjects driving status.
Feb. 19, 12:04 — A report of a green Honda-type vehicle with loud exhaust speeding east bound on Main Ave. was received. The officer on duty was able to make contact with the driver of that vehicle and relayed the reporting party’s concerns about breaking traction, speeding and the loud exhaust.
Feb. 19, 12:59 — Kenneth A. Clark 42 of Ritzville, was arrested at Washington and 5th Ave. on a State of Washington Department of Corrections Felony Warrant for Escape Community Custody. Clark was transported to the Adams County Jail where he was booked on the warrant.
Feb. 19, 14:09 — A request was received for a welfare check of a trucker at a local truck stop. The on duty officer was at the jail with a prisoner at the time of the call and was unable to respond. An ambulance was dispatched and transported a subject to the hospital with a medical emergency.
Feb. 19, 17:02 — A request was received to for an officer to respond to the hospital check on a disorderly subject. The responding officer was unable to locate the subject but made contact with the hospital staff to insure they were safe.
Feb. 19, 18:58 — An officer was requested to meet a subject at the police department to take possession of a firearm as outlined in a court order.
