Ritzville Police Department Dispatch Reports: Jan. 31, 2019

Jan. 11, 17:58 — A report was received of a hit-and-run accident in the parking lot of the Gilson Gym. Both subjects were contacted and agreed to work the minor damage issue out between the two parties.

Jan. 11, 22:18 — A complainant from an East First address reported a subject standing outside yelling, screaming and pounding on her trailer. When the officer arrived she told him she thought there were people underneath her trailer taking things off of it. The trailer was checked and the subject was advised there was not anyone under her trailer. She was warned about her yelling and screaming being disorderly conduct.

Jan. 11, 22:09 — A complaint was received from a residence on East Cherry Avenue that she believed there were two subjects smoking marijuana in a house that no one was supposed to be in. The Sheriff’s Office provided information earlier in the week to the PD that the house was in the process of being sold and an RSO was going to be moving in. The complainant was advised.

Jan. 12, 02:15 — A complainant was received from a resident on East Alder Avenue of a suspicious vehicle in the area. Based on the description provided it is believed the vehicle belongs to the paper delivery person. No vehicle was located.

Jan. 12, 04:40 — A complainant was received from a resident on East 6th Avenue that someone was in her garage trying to start her car and steal it. The garage was checked and the car was inside and the door was locked. There was heavy frost and no sign of foot prints in the area. The complainant was advised there was no signs of suspicious activity in the area or in her garage.

Jan. 12, 14:45 — A complainant was received of a suspicious subject sitting in the back seat of a vehicle at a store on West First Avenue. The subject was contacted and advised he had lost his wallet and was looking for it in the back seat. He said he also lost a pair of pants that had been in his vehicle. He was staying in a local motel until Monday when he could go to Spokane to get a new credit card from his bank.

Jan. 12, 17:39 — A complainant was received regarding loud music being played in a garage on West Main Avenue where a subject lives. The property owner was contacted and he advised he had just gotten home and heard the music also. It was determined it would be best if the property owner contacted his stepson about the noise problem and advise him to turn it down or he would be subject to arrest. The subject contacted had to check with his wife first. The music was turned down and no further complaints were received.

Jan. 12, 19:45 — A complainant was received regarding dogs being left in a motor home parked at a business on East Main Avenue. The owner has been contacted in the past two days and warned about finding another location for her dogs to stay, even though she says she has a heating pad on for them and checked them a couple times a day. The owner will be contacted when located and advised to get the animals out of the motor home unless she is staying inside with them.

Jan. 13, 11:16 — A third-party report was received from Othello regarding possible domestic abuse situation that may be taking place in a local RV lot. The reported victim was contacted and advised a situation took place the night before, but he did not want anything done as it would only make things worse. He advised the other half would be leaving town to relocate in a couple of days so things should be ok. The situation was fueled by alcohol. A New Hope DV packet of information and resources was provided to the subject contacted.

Jan. 14, 01:25 — A call was received from a resident on East 6th Avenue advising there were two subjects in her yard arguing about a key. The area was checked and no sign of anyone being in the area or yard was located by the officer.

Jan. 14, 11:14 — A 911 hang-up call was received from a residence on West Main Avenue. Upon making contact with a subject at the residence, he advised he was staying at the residence while the resident was in rehab for a broken bone. He advised he tried to make a long distance phone call and may have misdialed. Nothing suspicious was located at the residence.

Jan. 14, 15:25 — A call was received from a subject requesting assistance regarding a civil matter in Snohomish County. There was a request by an attorney for a warrant to be issued but upon checking with Snohomish County there was no active warrant on file. The subject was advised to contact his attorney and warned about following the subject around town or he could be charged for stalking.

Jan. 14, 17:20 — An officer contacted a subject and warned them about leaving her dogs in her motor home unless she was living in it and properly caring for the dogs. The officer was advised the dogs will be staying at a local residence until further notice. If the PD receives any further complainants of the animals being left in the cold motor home, a search warrant will be applied for and the dogs will be seized and turned over to pet rescue.

Jan. 15, 08:31 — A complainant was received from a local store advising of shoplifting that took place on Jan. 9 at 16:48. The suspect was contacted and asked to come to the PD for an interview. As a result of the video evidence of the theft and a confession, Rosemary M. Creeden, 36, of Ritzville was arrested and administratively booked into the Adams County Jail and released on a charge of Theft in the 3rd Degree/Shoplifting.

Jan. 15, 08:44 — A call was received from a local truck stop. After checking a truck that was parked in the lot, at the request of the trucking company, the driver was located deceased in the cab of the truck. An officer responded and conducted a death investigation. The Adams County Coroner was advised. The body was released to Danekas Funeral Home and eventually the coroner’s hold was released and the body was sent back to his home state. The death was determined to be of natural causes.

Jan. 15, 11:16 — A call was received from a local resident who was not at home at the time. The report was of a tree service cutting trees in the yard. After an officer made contact with the tree service it was determined the tree service was working for Avista to clear branches from power lines to avoid future problems. The complainant was notified of the officer’s findings.

Jan. 15, 15:00 — A request for a welfare check was received from the Ritzville Hospital for a subject that had missed an appointment and could not be contacted. An officer responded and with the help of the neighbor was able to contact the subject in his residence. He will be contacting the hospital to re-schedule.

Jan. 15, 17:19 — A report of a fire alarm and the strong smell of natural gas was received from a complainant on West 4th Street. The house next door was vacant and the doors were locked but the fire alarm was going off. The fire department was requested and responded, gaining entry through the back door. The residence was checked and no fire was located. Avista was called and requested to respond to the smell of natural gas in the area. The gas meter had previously been shut off at the residence.

Jan. 15, 20:00 — A complainant was received advising of his neighbor sitting in his house when he got home this evening. The subject was contacted and seemed to be somewhat confused about why he was in his neighbor’s house. At his request he was transported to the Ritzville Hospital. The subject’s family contact information was provided to the hospital staff.

Jan. 15, 23:00 — A resident on East 6th Street called and advised someone was in the yard and had constructed a building in the yard and moved the dog kennel. An officer responded and checked the yard. The dog kennel was where it belonged and no new buildings in the yard were located. The complainant was advised of the officer’s findings.

Jan. 16, 03:41 — An officer was contacted while he was on patrol by a subject that told him he had been assaulted by several subjects. The complainant was transported to the PD and interviewed. After some time the complainant decided he did not want to cooperate with the investigation and did not want the office to make contact with any of the subjects he said had been involved.

Jan. 16, 06:53 — A call was received from a resident on East 6th Street reporting someone was bringing things into her house and she wanted him to stop. An alarm could be heard in the background. The resident who was still in contact with the dispatcher said she was tired of the man bringing stuff into her house and she could not stop him. An office responded and made contact with the resident who opened the door and told him she wanted her wheelbarrow back. She then told the officer to do something about it and slammed the door on the officer. The officer did not observe anything out of place or see anyone in the area.

Jan. 16, 11:15 — A report was received from a US Mail Carrier that several days of delivered mail had not been picked up at a residence of West 5th Street. An officer responded and could not make any contact with anyone at the residence and did not locate a vehicle at the residence. It is believed the subject was gone and had not stopped the mail delivery.

Jan. 16, 21:59 — A request was received from a residence for extra patrols as they had information a subject that had been charge with a crime of Domestic Violence at their residence the prior week had been released from jail in Lincoln County.

Jan. 17, 14:55 — A request was received from the Ritzville Hospital for a citizen assist. The officer responded and assisted as requested.

Jan. 17, 18:39 — An officer responded to an address on East Birch Avenue and assisted the Ritzville Ambulance as needed for a subject that had attempted to commit suicide.

Jan. 18 18:40 — A request for a welfare check was received as a parent had not shown up for a child visitation exchange. Prior to the officer arriving the complainant called back to advise the subject had been contacted and there was no need for him to respond.

Jan. 19, 13:55 — A complainant reported her debit card had been stolen from a local motel when she was staying in Ritzville in December 2018. The officer contacted the complainant who had been booked into the Adams County Jail on an unrelated warrant. He asked her to provide a print out of the dates, times and locations of the fraudulent use on her debit card. The investigation will continue after that information is received.

Jan. 19, 22:30 — A report was received from a neighbor advising someone was seen looking in the windows of a residence. The owner was out of the area. The area was checked and no suspicious subjects were located and the residence was secure.

Jan. 20, 13:39 — The on-duty officer responded and assisted a subject that was having a seizure until the ambulance arrived.

Jan. 20, 16:20 — A report was received that a subject was camping out under a carport behind a local downtown business. The subject advised he wanted to walk to Moses Lake and appeared to be capable. He was transported to the city limits on Rosenoff Road. The on-duty Adams County Sheriff Deputy was advised. It is believed the deputy may have assisted the subject.

Jan. 20, 17:45 — A citizen assist call was received requesting information on how to deal with a subject the complainant subleased a garage to at a residence she was renting. The officer advised the complainant this was a civil matter and the police could not be involved.

Jan. 20, 18:16 — A request was received from an outside law enforcement agency to contact a subject that was working in the Ritzville area. She had been the victim of an assault in their jurisdiction and were requesting the RPD obtain photos of her injuries and a statement. The information was obtained and forwarded to the requesting agency.
