What happened?

Weeds, illegal fences and storage pods. Ritzville used to take pride in well-maintained yards and clean streets.

Now cheat grass and dandelions abound in yards and alleys everywhere, even the downtown district.

I thought fences had setback and height limitations and pods were supposed to be temporary.
