Transportation Plan approved by commissioners

The Adams County Commissioners unanimously approved the 2014-2019 Six-Year Transportation Improvement Program (TIP) during the morning session on Monday, Dec. 9.

During the two previous Monday meetings of Adams County Engineer Scott Yaeger presented the TIP plan explaining the specific differences and changes from the previous years. Yaeger explained seven projects on the current program are proposed programs that funding has not yet been secured for.

Funding for the projects comes from a variety of different organizations. The Surface Transportation Program-Rural (STPR) allocates federal funds for rural highway improvements.

The Washington State DOT Highways and Local Programs (H&LP) distributes the STPR funding annually for the Federal Highways Administration (FHWA) to the counties by region.

The Rural Arterial Program (RAP) is financed via the Rural Arterial Trust Account (RATA) reconstruction of rural arterial roads. A portion of the Motor Vehicle Fuel tax funds RAP.

The Washington State County Road Administration Board (CRAB) distributes funding from the RATA account to counties within five regions of the state.

After describing all of the projects and how each specific project has or will be funded, the commissioners unanimously approved the six-year program.

The TIP includes 14 projects in order of priority ranking. Funding is secured for projects one through seven and the remaining seven are proposed projects.

Priority No. 1 – The Danekas Road No. 2 project is listed as the first priority, and affects a 3.57-mile stretch of the road between Klein Road and Interstate 90. The project is set for 2014 with funding through RAP, with an estimated project cost of $2,659,600.

Priority No. 2 – The McManamon Bridge No. 400-3 affects a small portion of the east and west side of the bridge. Funding is secured through BRAC/RAP for a total project cost of $2,112,000. The bridge reconstruction project is slated for 2015-2016.

Priority No. 3 – The Booker Road No. 2 overlay project is scheduled for 2014 and affects a 4.29-mile stretch of Booker Road to State Route 26. The project is funded by STPR for a total project cost of $1,168,980.

Priority No. 4 – The Cunningham Road Urban overlay project is also slated for 2014 and affects a .53-mile part of the road. The project is funded with STPR with a total project cost of $153,000.

Priority No. 5 – The final overlay project slated for 2014 is the Bench Road Urban overlay project affecting a one-mile part of Bench Road. The project has secured STPR money for a project cost of $270,000.

Priority No. 6 – The Marcellus Road project is affected a 3.79-mile stretch of the road between Tokio and Davis Roads. The $922,500 project is funded by RAP and is scheduled for 2015 as a 2R widening and BST construction project.

Priority No. 7 – Schoonover Road Project No. 1 affects 3.05 miles of the road between Rosenoff and Rehn Roads. The $2,015,000 road reconstruction project is funded by STPR and scheduled for 2015.

Projects that are still proposed are:

Priority No. 8 – The Johnson Road No. 1 project affects a 3.99-mile part of the road to State Route 26. The proposed funding for the $1,995,000 is through RAP with 2017 slated for the road reconstruction project.

Priority No. 9 – The Lind-Hatton Project No. 5 is scheduled for 2017 as a 2R widening and resurfacing project affecting a .93-mile section of the road. The funding is proposed through RAP for a total project cost of $388,000.

Priority No. 10 – The Deal Road Project No. 1 is scheduled for 2018 for a total project cost of $1,400,000 for road reconstruction of 2.8 miles. The funding is proposed through STPR.

Priority No. 11 – The Packard Bridge No. 16-1 project is slated for 2018 for the bridge on Paha-Packard Road. The bridge reconstruction project has a cost of $1,430,000 with proposed funding from BRAC.

Priority No. 12 – The Atkinson Road project affects a 2.16-mile stretch of road to State Route 24. The road reconstruction project is scheduled for 2019 with proposed RAP funding for $1,125,000.

Priority No. 13 – The Deal Road Overlay project is slated for 2019 as a 2R widening and overlay project of a 2.97-mile section of the road. The proposed funding is through STPR for a total cost of $1,247,400.

Priority No. 14 – The Klemmer Bridge No. 30-1 bridge reconstruction project on Wahl Road is scheduled for 2019, with proposed BRAC funding for a project cost of $1,430,000.
