The commissioners of East Adams Rural Hospital District No. 2 asked two candidates seeking a position on the hospital board to explain, “What are your qualifications for this position?” (Ritzville Journal, Nov. 14, Page one). Did the commissioners really believe Ross Heimbinger and Don Sanger were not qualified to stand for election for the position to which they were now seeking by appointment?
