The Adams County Commissioners unanimously approved the 2013-2018 Six Year Transportation Improvement Program (TIP) during the morning session on Monday, Dec. 3.
Adams County Engineer Scott Yaeger presented the TIP plan explaining the specific differences and changes from the previous years. Yaeger explained seven projects on the current program are proposed programs that funding has not yet been secured for.
Funding for the projects comes from a variety of different organizations. The Surface Transportation Program-Rural (STPR) allocates federal funds for rural highway improvements.
The Washington State DOT Highways and Local Programs (H&LP) distributes the STPR funding annually for the Federal Highways Administration (FHWA) to the counties by region.
The Rural Arterial Program (RAP) is financed via the Rural Arterial Trust Account (RATA) reconstruction of rural arterial roads. A portion of the Motor Vehicle Fuel tax funds RAP.
The Washington State County Road Administration Board (CRAB) distributes funding from the RATA account to counties within five regions of the state.
After describing all of the projects and how each specific project has or will be funded, the commissioners unanimously approved the six-year program.
The TIP includes 14 projects in order of priority ranking. Funding is secured for projects one through seven and the remaining seven are proposed projects.
Priority No. 1 – The bridge construction project on the Hooper Store Bridge will affect only .12 of a mile of the road north of the bridge. The project is set for 2013 and is funding through BRAC, with an estimated project cost of $458,200.
Priority No. 2 – The Lee Road project is a 2013 overlay project that will affect 2.02 miles of Lee Road. The funding source for the project is STPR and has a total project cost of $752,450.
Priority No. 3 – The Lind-Hatton Road Project No. 4 affects a 4.75-mile stretch of Lind-Hatton Road. The road reconstruction project is scheduled to be complete in 2013, and is being funded by RAP. The total cost of the project is $2,402,675.
Priority No. 4 – The Hills Road resurfacing project is scheduled for 2014, and will consist of one mile of overlay and 3.36 BST. The total project cost is $527,600 and is being funded by STPR.
Priority No. 5 – The Danekas Road No. 2 project is a road reconstruction project scheduled for 2014. The project will affect a 3.57-mile stretch of road, with a total project cost of $2,659,600, and is funded by RAP.
Priority No. 6 – The McManamon Bridge project consists of a complete bridge reconstruction, set for 2015. The total project cost is set at $2,102,000, and is funded by both BRAC and STPR money.
Priority No. 7 – The Marcellus Road No. 2 project is scheduled for 2015 and is a 2R widening and BST project, affecting 3.79-miles of the road. The project is funded by RAP and is expected to cost $922,500.
Projects that are still planned or proposed are:
Priority No. 8 – The Booker Road No. 2 project is an overlay project, which affects 4.29 miles of the road. The project is scheduled for 2016 with proposed funding from STPR, and a total project cost of $1,317,030.
Priority No. 9 – Lind-Hatton Road Project No. 3 is a road reconstruction project, scheduled for 2016. The proposed funding is STPR with a project cost of $2,055,000.
Priority No. 10 – Johnson Road No. 1 is a road reconstruction project affecting 3.99 miles of the road. The proposed project is scheduled for 2017 and to be funded by RAP for a total cost of $1,995,000.
Priority No. 11 – The Packard Bridge on Paha-Packard Road is a reconstruction project is slated for 2017, with proposed funding from BRAC. The total project cost is estimated at $1,430,000.
Priority No. 12 – The Deal Road Project is a 2R widening and HMA project on a 2.97-mile stretch of road. The proposed project is scheduled for 2017-18 with funding from RAP, with a project cost of $1,460,450.
Priority No. 13 – The Schoonover Road Project No. 1 is a road reconstruction project set for 2018 that will affect a 5.06 mile stretch of road. The proposed project would be funded by STPR and has a total project cost of $3,020,000.
Priority No. 14 – The Klemmer Bridge on Wahl Road is a bridge reconstruction project scheduled for 2018. The proposed project is funded by BRAC with a total cost $1,430,000.
