President of Eagles assaulted, two arrested

The president of the Fraternal Order of Eagles Aerie No. 2739 was assaulted outside the club on Aug. 5.

Ritzville Police arrested two men at the scene after interviewing witnesses and talking to the victim, Robert Tracy.

The incident occurred around 8 p.m. Tracy was outside the Eagles when two men across the street caught his attention. The men were reportedly near the back door of the Ritzville Pastime Tavern.

According to the probable cause statement written by the arresting officer, Sergeant Mark Cameron, Tracy said the incident occurred after he thought the two men were arguing and he yelled at them to quit.

Tracy said he recognized one of the men to be David Flair. After he yelled at the men, Flair crossed the street.

Tracy advised Flair that he was not allowed in the Eagles.

According to Cameron’s report, Tracy said Flair then “started swinging and hit me by my left eye.”

A witness told Cameron the two men fell to the ground during the conflict. The witness stated that Flair pulled out a knife as he was falling to the ground, but the knife was dropped. The witness told Cameron that they kicked the knife under a vehicle.

While Tracy and Flair were on the ground fighting, according to the witness, a third man began kicking Tracy. The witness said he pulled the other man away. He also told Cameron that he saw Flair hit Tracy in the face several times.

After talking to everyone involved, Cameron arrested David Flair and Joshua Floehr. Both were booked into the Adams County Jail for assault fourth degree. Cameron determined that Floehr also had a felony warrant out of Ellensburg.

In his report, Cameron wrote that he was contacted by the emergency room nurse at East Adams Rural Hospital at 12:45 a.m. and advised that Tracy suffered an “acute orbital blowout fracture.”

By that time, Flair had posted bail for himself and Floehr.

Cameron voided the citation previously issued to Flair and referred the matter to the Adams County Prosecutor, seeking a felony charge of assault second degree.
