    SPRAGUE – Drugs and/or alcohol were factors in two unrelated crashes that left one person dead and three injured Saturday and Sunday. At about 12:28 p.m. Saturday, a driver was injured and his passenger killed when their vehicle overturned in the median of Interstate 90.     RITZVILLE – At last Tuesday’s City Council meeting, Police Chief Dave McCormick provided a recap and update about the Oct. 5 bomb threat at the high school. Administrators shut down the Ritzville campus in response to a bomb threat sent via email to a school official.     LIND – Washington State Patrol detectives are still seeking witnesses to a vehicle versus pedestrian fatality Oct. 30 on U.S. Highway 395. Nicholas A. Cooper, 31, of Lakewood, was killed in the incident near Milepost 81.
