    Victorian formal dress, authentic Victorian-style decorations, tea and refreshments will highlight the Ritzville Victorian Ball this Saturday, Oct. 8, at the Ritzville Grade School gymnasium.     The number of puppies delivered to Adams County Pet Rescue this summer topped 65. The non-profit organization serves the entire county, rescuing dogs, cats, horses and other animals.     Should the East Adams Rural Hospital building collapse upon itself, it is not likely to be replaced. Where would the funds be found to build a new facility?     Trust in the hospital board is shattered. Diligent negotiations were not followed to hire the current administrator. We consider proper legal help was not used and negative attitudes prevailed.
