    California has become a manufacturing “job killer” bastion because of its shackling regulations, high taxes, and excessive permitting requirements. Its quagmire of government-mandate programs is accelerating an industrial exodus. In 2009, the Milken Institute reported California lost 79,000 manufacturing jobs in just six years (2003-2007) prior to the “Great Recession.” In contract, seven other competing states gained 62,000 workers.     My wife and I recently had the opportunity to work at the local Food Pantry here in Ritzville. Each Wednesday from 9 a.m. to 1 p.m. a group of volunteers receives foodstuffs, stocks shelves, inventories, repackages and distributes those products to folks in town. All food is provided to the food bank by donation and is handed out free of charge. The products vary greatly from week to week, including produce that’s in season.     Hellen (Batt) Schell was born in Farmer, Washington on July 28, 1921, to Jacob and Molly Batt. She’s the last survivor of one sister, Joann Kiehn and two brothers, Reuben Batt and Clarence Batt. She graduated from Ritzville High School in 1940. She married Rudolph Schell in November of 1941.     The Lind-Ritzville/Sprague Broncos returned to the gridiron on Sept. 9 to face Wilbur-Creston, after being shut out by Asotin the week prior.
