    OLYMPIA — Two state agencies have banned target shooting on the lands they manage. The state Department of Fish and Wildlife and the state Department of Natural Resources have banned shooting until further notice.     ADAMS COUNTY - Both the Lind Park and Recreation maintenance and operations levies failed to pass in the August 3 primary election, by a narrow margin. The Ritzville Adams County Journal reported in our August 26 issue they both passed narrowly. The Journal regrets this error. Both levies needed a 60% approval rating to pass.     RITZVILLE - An undercutter arrived in town Wednesday evening shortly before 8 p.m. and will be here until next Friday, according to Burlington Northern Santa Fe's Dwayne Streeter.     EDWALL – A fast-moving fire burned about 40 acres of wheat and sagebrush shortly before lunchtime Wednesday, Aug. 19. The fire on Waukon Road, northwest of the Tyler Road intersection was contained by 12:10 p.m., the Lincoln County Sheriff's Office reported.     The formerly shuttered livestock processing facility in Odessa has a new lease on life, with the new owners using the facility to help launch a direct-sales beef program. Miles Curtis, who ranches near Odessa, Ewan and Tokio, bought the facility this spring. The facility had formerly been operated by the non-profit group Cattle Producers of Washington.     RICHLAND — Adams County County Health Department announced August 20 that a 45-year-old Othello resident has died due to a COVID-19 viral infection. The male died August 15 at Kadlec Regional Medical Center in Richland, according to Community Health Director/Public Information Officer Karen Potts.
