    RITZVILLE — Adams County candidates filing for public offices kicked off strong on the opening day of filing week, Monday, May 11; and continued through the week.     COULEE DAM – Lake Roosevelt National Recreation Area reopened fishing last week. The reservoir had been closed to fishing and boating by federal officials in cooperation with Gov. Jay Inslee’s quarantine on outdoor recreation. That quarantine also included a ban on hiking on public lands, golfing and camping, which remains closed statewide.     RITZVILLE — The City Council has agreed to pay $257,943 to Industrial Coatings Unlimited for work on the Standpipe Recoating Project.
