    OTHELLO — The City Council approved a $19.5 million budget for 2022 during its last meeting, Dec. 13. The fiscal 2022 budget includes $7.4 million for general fund operations, $4.1 million for water services and $2.9 million for wastewater treatment, among other expenses. The closure extends from the mouth of the river at Burbank upstream to Lower Granite Dam.
